The panels are a poor fit and there is no attempt at styling this little machine. What brand is the engine? Is there a serial number plate, parts code(s) or even an instruction sticker may give a clue to its origins.
Fat Dan wrote on Thursday, September 11, 2014 (PDT):I think there is a lot of shrouding missing but to me it looks like an old mini tractor sold in the 40'-60' by Montgomery Wards with some modification and subtractions. Just seen one today, will take a picture the next time I run out there.
