1956 John Deere 60 - Broken Governor Shaft Gear

In this photo is a broken governor shaft gear from a 1956 John Deere 60 that I recently purchased as 'non-running' now I know why. The motor is free and turns over however the camshaft does not rotate with the motor and neither does the camshaft gear. The camshaft gear does not turn by hand either. We found most of the broken gear pieces in the governor housing, but not all of them. We assume they fell down the hole into the camshaft area. Has anyone ever seen this before? What do you think would have caused this gear to explode? What should we do next to fix this motor? Thanks for any input you have.
