The Tractor Shed - Help Identify These Antique Tractors

Strange Part Or Tool

The part with the teeth on it swivels some not 180 degrees, the handle or stem on it has a flat side to it like a slot key or a tool that fits into some sort of power mechanism or power tool. This could be an antique item I Found it in a house built around 1845 next door to an old general store built at the same time. No one in the local hardware stores can tell me what this is, so of course they can't tell me what it does or is used for. any help in that department would be appreciated.
