Horse Drawn Mower

I'm not sure of the make or model. I don't think the wheels are orginal. They don't match any of the pictures I have been looking at. The use of flat steel is what is throwing me off. There is not much cast iron used in the construction. I did remove the bar and a few other pieces in an effort to find any makers marks. All I keep finding is numbers. Believe to be part numbers. I don't seem to find anything simialr in construction. Any info would be helpful.
