Oliver 2 Plow

From what I can tell this is a two plow horse drawn plaw or planter not sure which. You can see the name 'Oliver Raydax No 219' or '210' Can't be sure. I think there should be a metal seat?? Looks like there is a brake on one side. Honestly, I am clueless. We found this on some property of an old farm where we bought all the equipment. I would love to know what exactly this is and the value, if possible. Oh, I do see the colors red and green. Thanks in advance for any help!
