Sorry about the poor quality of the photo. It was scanned from a magazine. The owner lives in IL and asks if anyone can identify the year, make or model. It has a Model A (Ford?) engine and 2 transmissions. The rear wheels and tires are not original.It had truck tires and wheels on it when he got it.
